Belgrade 21. October 2024. – Memorandum of Understanding was signed between the National Employment Service (NES) and “Returning Point” in Belgrade. The signees were Milan Bosnić, director of NES and Uroš Živković, program director of “Returning point”.
The signing of this memorandum was preceded by prior cooperation between the signatory parties as part of the multilateral dialogue on amending the legal framework for the residence and employment of foreigners in Serbia, supported by the Westminster Foundation for Democracy (WFD), United Nations Development Program, as well as German Agency for International Cooperation (GIZ). Additionally, the parties have worked together on the ongoing project “Promotion of Circular Migration,” implemented by the United Nations Development Programme (UNDP) in Serbia, with Returning Point serving as an implementation partner.
The goal of this memorandum is to strengthen the existing cooperation between the signatory parties through initiatives and programs directed towards promotion of circular migrations and improving the migration service networks in the context of local development, and support for talented young professionals and returnees to facilitate easier employment.
Cooperation will focus on several key areas:
- Continued cooperation in joint dialogue on amending the legal framework, services, procedures, and portals for the residence and employment of foreigners in Serbia;
- Building capacity for better understanding of circular migration, returnees, and and statistical analysis necessary for the creation of more effective public policies;
- Supporting the development of migration services through training, joint activities, and further capacity building;
- Joint support for initiatives and platforms within the Talent.Ecosystem initiative, developed in collaboration with the Fund for Young Talents and “Returning Point.”
This important memorandum represents a step forward in strengthening the legal and administrative framework that will enhance the integration and employment of returnees and foreigners in Serbia, creating more favourable conditions for their contribution to the social and economic development of Serbia. By signing this memorandum, all parties demonstrate their commitment to improving cooperation and system efficiency through the strategic development of key areas.
